The French welfare system is one of the most generous in the world. It is also one of the most expensive. Here is the detail of four major programs: RSA, AAH, ARE, and AME. Every euro collected through social contributions funds — among other things — these benefits.
RSA — MINIMUM INCOME (ACTIVE SOLIDARITY)
The RSA is the guaranteed minimum income for people with no or very low income. Created in 2009 to replace the RMI, it is the last safety net of the French social system.

AAH — DISABILITY ALLOWANCE
The AAH is a financial aid for people with disabilities who cannot — or can barely — work.

ELIGIBILITY CONDITIONS
- ▸ Disability rate ≥ 80%
- ▸ Or disability rate 50-79% with substantial restriction on access to employment
Deconjugalization: effective since October 2023. Spouse's income is no longer taken into account.
ARE — UNEMPLOYMENT BENEFITS
The ARE is unemployment insurance paid by France Travail to job seekers who have contributed sufficiently.
CONDITIONS
- ▸ Must have worked at least 6 months (130 days or 910 hours)
- ▸ Within the last 24 months (36 months for those ≥ 53)
DURATION
Variable, up to 24 months (36 months for those ≥ 55)
CALCULATION
About 57% of daily reference wage (or 40.4% + €12.95/day, whichever is higher).
Minimum amount: ~€31.59/day (~€948/month)
Funding: employer contribution (4% of gross since May 2025)
AME — HEALTHCARE FOR UNDOCUMENTED IMMIGRANTS
The AME provides healthcare access to undocumented immigrants in France. Created in 2000, it is a recurring subject of debate.
